The Minister of Higher Education, Government, and Professors from West Bengal came up with the idea after visiting the Open University in the United Kingdom.

Netaji Subhash Open University was established by the Netaji Institute of Asian Studies (NIAS) under the West Bengal Legislative Assembly Act and the patronage of Netaji Brother Sri Sarath Chandra Bose. The university started a bachelor’s degree program in science subjects in the January 2000 session. Netaji Subhas Open University offers a 2-year MBA program divided into 4 semesters.

2. Indira Gandhi National Open University (IGNOU), Kolkata

IGNOU Kolkata Regional Center was established in 1988 and is located on the fourth floor of Bikash Bhavan in Salt Lake City, Kolkata. This state government building houses some important offices of the West Bengal government. The building houses the offices of all academic staff and departments. This will help further engage with leaders and legislators on national education issues. The government also provides free office space to IGNOU. Utkal University was established on November 27, 1943, in Odisa. Utkal University started operations on November 27, 1943, at Ravenshaw College (now University), Cuttack. Dr. India's first president, Rajendra Prasad, laid the foundation stone of the 400-acre campus on January 1, 1958. The school was established within the university. The university has more than 300 affiliated schools. The university has 15 colleges under its jurisdiction.

On December 10, 1966, the Orissa Legislative Assembly passed the Sambalpur University Act to realize the long-standing desire of the people of Western Odisha to establish a university. The school became operational on January 1, 1967, with Professor Parsuram Mishra as its first vice chancellor. The school was founded on January 4, 1967, by the Honorable Chancellor A.N. Work started at the government building in Ainthapali. The school was moved to its current location at Jyoti Vihar in Burla in 1973. The motto of the school is "Vidyaya Vindatemrutam." The department was established within the university in 1999. The university has an approval letter from the DEB of India.
